Members of Australia’s Health Services Union (HSU) will go on strike in Victoria next week in a dispute over stalled wage and career structure negotiations. Over 5000 physiotherapists, speech pathologists and radiation therapists will walk off the job next week, effectively closing the state’s 68 largest health services.

The strike will force the closure of intensive care units and emergency departments across the state.

It is feared the strike could continue into Easter.

National secretary of the HSU, Kathy Jackson said admissions would be crippled, while intensive care patients would have to be evacuated to New South Wales, Tasmania and South Australia as hospitals will not be able to perform tests or administer treatment.

“When an ambulance shows up you can’t admit a patient without an X-ray being available, you can’t intubate them and you can’t operate on them,” she said.

“If something goes wrong in an ICU you need to be able to X-ray, use nuclear medicine or any diagnostic procedure,” said Ms Jackson.

Ms Jackson said the HSU offered arbitration last year, but the state government refused. “They’re not interested in settling disputes, they hope that we are just going to go away.”

“We’re not going away, we’ve gone back and balloted the whole public health workforce in Victoria, those ballots were successful, 97 percent approval rating,” she said.

The HSU is urging the government to commence serious negotiations to resolve the dispute before industrial action commenced.

The government has offered the union a 3.25 per cent pay increase, in line with other public sector workers but the union has demanded more, but stopped short of specifying a figure.

Victorian Premier John Brumby said the claim would be settled according to the government’s wages policy. “The Government is always willing and wanting to sit down and negotiate with the relevant organisations . . . we have a wages policy based around an increase of 3.25 per cent and, above that, productivity offset,” he told parliament.

The union claims it is also arguing against a lack of career structure, which has caused many professionals to leave the health service. Ms Jackson said wages and career structures in Victoria were behind other states.

Victorian Opposition Leader Ted Baillieu said he was not in support of the proposed strike and called on the government to meet with unions. “There could not be a more serious threat to our health system than has been announced today.”

“We now have to do whatever is possible to stop this strike from proceeding,” he said.

The opposition leader will meet with the union at 11:30 AM today.

Victorian Hospitals Industry Association industrial relations services manager Simon Chant said hospitals were looking at the possible impact and warned that patients may have to be evacuated interstate if the strike goes ahead.

On Monday, scientists from the Stanford University School of Medicine announced the invention of a new diagnostic tool that can sort cells by type: a tiny printable chip that can be manufactured using standard inkjet printers for possibly about one U.S. cent each. Lead researchers say this may bring early detection of cancer, tuberculosis, HIV and malaria to patients in low-income countries, where the survival rates for illnesses such as breast cancer can be half those of richer countries.

Existing methods tend to identify cell types using fluorescent or magnetic labels, which take time to attach, but this platform uses the phenomenon of dielectrophoresis: because different kinds of cells have different levels of receptivity to electrical fields, a trait called polarizability, when an electric potential gradient is activated around the chip, different cells are pulled in different directions at different speeds. This allows doctors to diagnose cancer by determining the number of tumor cells in a patient’s blood sample. Different chips can be printed to diagnose different diseases.

Physically, the scientists say, the system has two parts. Cells are held in a clear microfluidic chamber made of silicone. The chip itself is an electronic strip that can be printed onto flexible polyester. Most lab-on-a-chip devices must be manufactured by professional staff in specialized facilities called clean rooms and can take weeks, but the chip component of this system can be made almost anywhere in as little as twenty minutes. The chips cost approximately one U.S. cent to produce (US$0.01) and can be reused. For comparison, a standard flow cytometry machine can cost US$100,000 to purchase.

“Enabling early detection of diseases is one of the greatest opportunities we have for developing effective treatments,” said lead author and electrical engineer Dr. Rahim Esfandyarpour. “Maybe $1 in the U.S. doesn’t count that much, but somewhere in the developing world, it’s a lot of money.”

Senior author Dr. Ron Davis of the Stanford University Genome Technology Center compared this invention to that of low-cost genome sequencing, which helped lead to personalized medicine.

The findings appeared in the Proceedings of the National Academy of Sciences on Monday.

Japanese multinational company Fujitsu launched a website for a dog pedometer which allows customers to monitor their dog’s health online. The device measures data while attached to the dog’s collar. Customers are also able to add more data to the website manually, then it displays the complete set of data graphically. Fujitsu launched the website today (Tuesday) and plans to start the sales in Japan tomorrow (Wednesday).

The pedometer is called “Wandant”, from Japanese “Wan” equivalent to “woof”, and the “dant” of “pendant”. The latter refers to the pedometer, because it is attached to a dog collar. The users can transfer data to an Android phone using a touch-card to make it available online.

Fujitsu said Wandant would be the first cloud-based dog health-care service.

The data include walking, temperature, and shaking motion statistics. The users can manually enter additional data such as food quantities, weight, custom notes, and photos.

Fujitsu said, “The data are presented graphically on a custom website that makes trends in the dog’s activities easy to understand at a glance. This helps owners get a stronger sense of their dog’s health, while enabling communication with the dog.”

A New Jersey state senator has filed a lawsuit seeking to overturn a federal law banning sports betting in 46 states.

State Sen. Raymond Lesniak, a Democrat representing portions of Union County, filed the suit Monday, arguing the 17-year-old law is unconstitutional because it treats four states differently than the other states.

Under the law, sports betting is prohibited in all states except Delaware, Oregon, Montana and Nevada, although only the latter two currently allow wagering.

“This federal law deprives the State of New Jersey of over $100 million of yearly revenues, as well as depriving our casinos, racetracks and Internet operators of over $500 million in gross income,” Lesniak said in a statement to the press.

The 39-page lawsuit is believed to be the first challenge to the Professional and Amateur Sports Protection Act of 1992. New Jersey missed a 1994 deadline that would have allowed it to join the other states when the law was implemented.

Atlantic City officials and their political allies have argued allowing sports betting would give all the states a new source of revenue needed in the face of a staggering recession.

New Jersey Governor Jon Corzine was not involved with the lawsuit, but he said legalizing sports betting would help Atlantic City and said it was “worth pursuing”.

Legalizing sports betting in New Jersey could bring the state more than $50 million in annual tax revenue, according to officials from the Interactive Media Entertainment & Gaming Inc., a Washington, D.C.-based consultant for the electronic gaming industry, which joined Lesniak as a plaintiff in the lawsuit.

“This is about more than revenue,” said Joe Brennan Jr., chairman of Interactive Media Entertainment. “It’s about jobs and economic activity.”According to 1999 study, $380 billion in illegal sports betting occurs in the state each year.

New Jersey, in particular, is facing a difficult budget season, and the Atlantic City casinos are in what the Associated Press called a “financial meltdown”. Eleven of the city’s casinos suffered their biggest revenue decline in 30 years last month.

Delaware is reported to be considering regulating sports betting, which New Jersey backers of the lawsuit said adds a sense of urgency to the issue.

“We cannot afford to be naive about illegal sports betting,” New Jersey State Sen. Jeff Van Drew said in a statement to the press. “It’s happening right now, and is funding other criminal enterprises which are far more dangerous.”

The New Jersey Thoroughbred Horsemen’s Association, the Thoroughbred Breeders Association of New Jersey and the Standardbred Breeders & Owners Association of New Jersey were also listed as plaintiffs in the lawsuit.

On Wednesday, India’s Chief of Defence Staff, General Bipin Rawat died in a helicopter crash in the hills near the Coonoor city of Tamil Nadu. The general was flying to Wellington, Tamil Nadu with 13 others. Among the dead were his wife and other top defence personnel. The aircraft involved in the crash was a Mil Mi-17 v5. The Indian Air Force later confirmed the death of all but one of the 14 persons on the flight.

The helicopter took off from Sulur Air Force Station and was headed to the Defence Services Staff College (DSSC) in Wellington, Tamil Nadu. General Rawat, his wife and his staff were travelling to the DSSC, where Rawat was to address the college’s faculty and student officers. At 12:08 PM local time (0638 UTC), the helicopter lost contact with the Sulur Air force base. It subsequently crashed near a residential colony of private tea estate employees on the outskirts of the hamlet of Nanjappachatiram, Bandishola Panchayat, in the Katteri-Nanchappanchathram area of Coonoor Taluk, Nilgiris district.

Krishnaswamy, an eyewitness told the BBC, “Even the electric poles shook. Trees toppled. There was smoke everywhere, there was a raging flame above the trees. I saw just one person with my own eyes, he was burning, and he fell down.” Reportedly, the crash victims were burnt beyond recognition. The only survivor Group Captain Varun Singh is undergoing treatments in the military hospital in Wellington. The cause of the crash remains unknown but is suspected to be bad weather and poor visibility. The Indian Air Force has initiated an inquiry about the crash to ascertain the reason.

The Defence Minister of India Rajnath Singh expressed deep condolences about the incident and stated, he was “deeply anguished by the sudden demise of Chief of Defence Staff Gen Bipin Rawat, his wife and 11 other Armed Forces personnel in an extremely unfortunate helicopter accident today in Tamil Nadu. His untimely death is an irreparable loss to our Armed Forces and the country.” Rawat was the first Chief of Defence Staff of India who was appointed in December 2019 by the Appointments Committee of the Cabinet.

120 years after it was founded, the University of Wales (UoW) will shut down. Already comprised of several institutions, two will merge fully while two more will become independent universities.

With a charter from 1893 and the Prince of Wales as its chancellor, problems began at UoW last year after concerns the head of a Malaysian partner institution, a local pop artist, had non-legitimate qualifications. This was followed by Thailand’s authorities denouncing another UoW partner as illegal, then an investigation in the UK into all the UoW’s foreign ties.

The Quality Assurance Agency said UoW’s overseas checks on foreign institutions were inadequate. The UK Border Agency is investigating a possible visa scam whereby foreign students were sold exam answers for a qualification leading to UoW entry and British visas. Two colleges — Rayat London College and Lampton College — are suspended over the claims.

Trinity St David and Swansea Metropolitan universities are to merge, forming University of Wales: Trinity St David. It is to use the latter’s own royal charter, which is itself 190 years old. Newport and Glyndwr are set to become universities in their own right. The dissolution follows calls from the leaders of rival universities for the end of UoW.

“I warmly welcome the historic decision taken today by the University of Wales Council,” said UoW Vice-Chancellor Professor Medwin Hughes, who will fill the same role for the new University of Wales: Trinity St David. “The transformed University will serve and deliver for Wales.” His counterpart for Newport, Dr Peter Noyes, said “The inevitable end to the story of the University of Wales should not detract from a distinguished history lasting 12 decades. Wales should be sad that this day has come[.]” UoW chairmain Hugh Thomas has resigned.

The Prince of Wales is among past students, having spent a 1969 term there. The institution’s various member organisations at one point included the now-separate Cardiff University.

A meeting in Brussels has produced a plan, supported by all 16 countries in the eurozone, to make available up to 22 billion euros in financing to support Greece, which is laden with debt.

The deal would come into force only if Greece was unable to borrow money from commercial lenders, and would require approval from all 16 eurozone countries. While no figures were included in the agreement, anonymous officials said the total package would be around 22 billion euros, of which European countries would provide two-thirds. The remainder would be supplied by the International Monetary Fund.

Germany and France were the architects of the document, which was subsequently approved by the other members of the eurozone. While it is seen as a partial retreat for countries such as France that previously opposed any IMF participation in the loans, it is nevertheless regarded as a breakthrough in negotiations. Germany had been insistent on relatively strong terms for the plan, a large amount of which was in the final version.

Despite the agreement, there are no plans for it to take immediate effect, as the Greek government has not requested financial aid, and officials said that they hoped the option would never have to be used. The president of the European Central Bank, Jean-Claude Trichet, said that “the mechanism decided today will not normally need to be activated.”

The United States auto manufacturer Chrysler, which has been badly affected by the ongoing recession, has asked the US government for an additional US$5 billion in aid on top of the four billion it has already received, saying that it plans to fire three thousand employees. At the end of last year, the auto maker had just over 54,000 employees, meaning that the layoffs will equal about six percent of its total workforce.

In addition, Chrysler will cut the Chrysler Aspen, PT Cruiser, and Durango from production.

Another automaker, General Motors (GM), announced that it seeks $16.6 billion in loans from the government, in addition to the $13.4 billion that it has already received. GM plans to lay off 47,000 employees and close five factories. GM says that it might need as much as $30 billion from the US Treasury Department, an increase over their previous estimate of $18 billion. The company has warned that it might run out of money by March if more aid was not given.

Rick Wagoner, GM’s chief executive, described the firm’s plan as “comprehensive, responsive, achievable, and flexible”. “We have a lot of work in front of us, but I am confident it will result in a profitable General Motors,” he said, adding that “today’s plan is significantly more aggressive because it has to be.” GM says that it could be profitable in two years’ time, and might be able to repay all its loans by 2017.

A third US car manufacturer, Ford Motor Company, has said that it can make it through this year without any government aid.

The US Treasury Department will review the car makers’ survival plans for several weeks before a decision is made on whether or not to extend the loans. That decision is due by the end of next month.
