An investigation into the fatal 2009 Washington Metro train collision conducted by the National Transportation Safety Board (NTSB) called for new safety and maintenance rules. The report, released today, blamed the crash on the faulty automatic train-control system. The report also cited the use of dated 1000-Series train cars. The 2009 crash, which killed 9 and injured 80, occurred during the evening rush between the Takoma and Fort Totten stations on the Red Line.

NTSB Chairman Deborah Hersman said that the system is currently regulated by state and local agencies. She called for Federal oversight. “Now it’s really time for them to step up to the plate and for Congress to address the issue,” Hersman said during the release of the findings.

In 2009, Hersman told Congress that Federal safety guidelines should be set saying “the state oversight system is not effective, they don’t have any teeth.” Currently the Federal government has control of interstate transit systems, not regional or local transit systems.

The Washington Metropolitan Area Transit Authority (WMATA) said yesterday that it would replace all of it’s 1000-Series trains with newer models. After the crash, then WMATA general manager, John Catoe said that “the system is safe.” WMATA’s interim general manager Richard Sarles said that “We are committed to considering and following through on the findings and recommendations.”

We are living in a republic that means a group of states that are having a self leading and ruling central or federal government. Democratic Party

The Democratic Party is one of two major modern political parties in the United States, along with the Republican Party. The party’s publicly open-minded and progressive platform is mostly considered center-left in the U.S. political field. So we accepted all kinds of ideas about the view of this world. During a media event held at its Cupertino headquarters, Apple released the long awaited iPhones Software Development Kit (SDK) and the associated iTunes “App Store” and iPhone Developer Program. The SDK will allow third party software developers to create applications for the iPhone and then distribute them on the iTunes Apps Stores. Any members of the iPhone Developer Program can add applications to the store for free; the program costs $99 (USD) to join. Developers will be able to set the price of the applications or release them for free. All applications will have to be approved by Apple before being allowed on the store. Some of the disallowed categories are”porn”, excessive bandwidth users and anything malicious or illegal. VoIP applications would be allowed over Wi-Fi only. Enterprises can setup private pages on the store to distribute internal applications.

At the event several third party developers that had been given early access to the SDK demonstrated their applications. Among the applications demonstrated were EA‘s Spore, AOL‘s AIM instant messenger and a client for epocrates, a drug reference service.

The company also announced the iPhone 2.0 update that was released as a closed beta for developers and is scheduled for public release in June. In the new version Apple has been focusing on enterprise features in an attempt to compete with rivals like RIM‘s BlackBerry and Microsoft’s Windows Mobile. The update adds support for ActiveSync, which Apple has licensed from rival Microsoft, WPA2 and virtual private network support. The update will also be available to iPod Touch users for what Steve Jobs described as “a nominal charge”, as Apple have done in the past with the previous iPod Touch and MacBook Wi-Fi updates.

Australia’s Therapeutic Goods Administration (TDC) will require makers of the sleeping pill, Zolpidem (marketed as Stilnox in Australia) to provide a warning about its “bizarre” and “potentially dangerous” side effects. The warning follows a decision by the National Drugs and Poisons Schedule Committee (NDPSC) not to reschedule the drug.

The NDPSC had considered changing zolpidem from a Schedule 4 drug to a Schedule 8 drug, which would have placed it in the same category as drugs like morphine and made it more difficult for doctors to prescribe. The NDPSC said zolpidem did not meet criteria to become a Schedule 8 drug because there was insufficient evidence to suggest a “substantial risk of abuse, dependence or misuse for illegal purposes”.

The warning follows more than 1000 reports of the drug causing people to walk, drive, eat and have sex while they slept, among other suspected reactions. A TGA spokeswoman said the Adverse Medicine Events Line had also received 19 reports of deaths, most of them suicides, where the patient had been taking zolpidem.

The spokeswoman said coronial inquests on most of these deaths had found no link between the death and zolpidem.

The warning to be included on the Consumer Medical Information sheet inside the packaging will say that the drug “may be associated with potentially dangerous complex sleep-related behaviours … sleepwalking, sleep driving and other bizarre behaviours”.

It will also warn patients not to mix zolpidem with alcohol or other Central Nervous System depressants and the drug should “limit use to four weeks maximum under close medical supervision”.

Some patients have been prescribed the drug for a number of months, including 30-year-old Sydney woman Mairead Costigan, who fell to her death from the Sydney Harbour Bridge nearly six months ago. Costigan had been prescribed the drug for at least eight months, but just six days before her death she switched to another sleeping pill (zopiclone).

Ms Costigan’s sister Siobhan said her family was disappointed but was not surprised by the TGA’s decision.

“I understand that the committee received well over 100 submissions from members of the public who have been adversely affected or lost loved ones,” she said.

Independent ACT politician and staunch opponent of the drug, Helen Cross said that after being prescribed zolpidem, she became addicted to it and tried to commit suicide three times. In one case, she sent friends a text message saying “goodbye” without remembering anything about the incident when police arrived to rescue her.

While prescription information for the drug says it can increase depression and that “suicidal tendencies may be present”, Ms Cross says doctors who prescribed the drug did not warn her about these side effects.

A spokeswoman for the drug’s manufacturer, Sanofi-Aventis said it supported the TGA’s decision.

The criticism was a “largely Australian-specific phenomenon and in our view does not accurately reflect [its] safety profile”, she said.

With the hopes of funding the creation of a statue in northern India that would end up dwarfing the Statue of Liberty, an unprecedented collection of Buddhist artifacts continue crisscrossing American, Europe, and Asia in three different, but related collections.

The Maitreya Project, the brainchild of Lama Zopa Rinpoche, seeks to build a monument and development dedicated to Buddhism at Kushinagar, Uttar Pradesh in northern India. The centerpiece of this massive development will be a 152m (500 ft) bronze statue of the Maitreya Buddha, the Buddha of the future.

Buddhist belief says that there have been Buddhas in the distant past and there will be Buddhas in the distant future. The historical Buddha, the one who was born in India about 2500 years ago, is known as Shakyamuni Buddha. Buddhist belief says that sometime in the distant future the teachings that Shakyamuni Buddha brought to Earth will fade away. At that point the Maitreya Buddha will be born and gain enlightenment in order to refresh and renew Buddhist teachings.

Along with the statue, the development is also planned to include temples, exhibition halls, parks, a museum, library, and a theater as well as a hospital and educational center.

In order to move forward with this project the Maitreya Project has created collections of artifacts that are touring the world. Once the statue is built these artifacts will be housed in it for viewing.

Buddhist artifacts are usually associated with the body of the person involved. While they can be such things as bone and teeth, usually they are pearl-like objects that are found and collected after the enlightened person is creamated. These pearl-like objects are called ringsel.

There are three collections of artifacts currently touring American, Europe, and East Asia. They include relics from the immediate past Buddha, called Kasyapa, the historical Buddha, five of his original disciples, several Tibetan and Zen masters, and the 14th Dalai Lama, Tenzin Gyatso.

Wikinews reporter Richard Kinne spent three days with the relics when the North American tour came to Ithaca, NY a few weeks ago. The relics travel with two caretakers, one of whom is always in close proximity to the relics. Setup for the relics display can take about four hours depending on the venue. Taking it down takes a bit under two hours.

Each morning of the tour the relics are taken out of their padded case and placed in clear plexiglass display cases. The relics are displayed individually in small containers called stupas. Some containers appear very full, while others contian just one very small object. Each evening the process is reversed and the padded case stays with the relic caretakers.

Between the morning and the evening people from all walks of life come to see the relics – believers, people who are curious, academics, Buddhist monks and nuns, both older folks and small children. While the Heart Relic Tour just does deals with displaying the relics, the sponsoring venue can add to the display in various ways such as lectures, meditation classes and demonstrations, or various other rituals.

The tour in North America reaches Jacksonville, FL during the first weekend of December. From there it will go to Miami between the 9th to the 11th, and then to Phoenix, AZ between the 15th to the 17th. In Asia the tour spends time in Malaysia in the first part of December.

A trio of freshmen at a New York design school say that residents aren’t taking advantage of a valuable and countless resource found all around the world: stoops.

In Sit Here, a campaign inspired by a recent class project, Sarah Feldman, Chelsea Briganti and Essence Rodriguez are using fliers placed around New York to encourage residents and visitors to get to know one another on their stoops.

This campaign aims to address the decreasing culture of social interaction formerly known as “Stoop Culture”.

Wikinews got a chance to talk to Sarah Feldman, web designer for the project. Feldman is also responsible for getting different news sources to contact the team, such as the Brooklyn Papers and New York Magazine.

Wikinews: When your group started this project, did you ever expect it would get this much publicity from the press and the public?
Feldman: We had no idea how popular this would become. We just thought it was another usual school project we had to do. The Brooklyn Record saw the topic about our website I posted on a Park Slope message board. They talked about it and put our URL on their site. Then The Brooklyn Papers found us on the Brooklyn Record. A lot of press found us because of the article in the Brooklyn Papers. We didn’t know if it was just the Internet that caused all the fuss, but then a blogger on OnlyTheBlogKnowsBrooklyn and some photographer on Flickr found our fliers!
Wikinews: You originally started this project in New York City. If you could run this project in any other city (or country) in the world, which one would it be, and why?
Feldman I’d run this project in my hometown, Houston. Now there you will find few people outside. For one thing, it is hot and we are known for one of the most obese cities in the USA. Houston has also coined the term “The Driving City”: no walking…just driving. If you ask my friends there, “Hey…you wanna go outside and sit?” They’d look at you funny and say “Can’t we just go see a movie or go on Facebook?”
Wikinews: Your fliers are bright green, which makes them very noticeable. Out of the thousands of people who see your fliers each day, how many people do you think actually sit down and talk?
Feldman: Not enough. Most of the time the people who I saw sitting were either outside of a bar or kids playing ball. But I rarely saw any kids except on Sundays in Park Slope outside. Probably they were watching TV or on the Internet. Chelsea noticed this first. She came up with the idea when she saw an elderly man sitting on his stoop by himself. She started talking to him about his life there and he brought up the topic of less socialization with neighbors.

The acrid haze situation in Southeast Asia is worsening. Visibility has been severely reduced in neighboring countries and some schools have been closed due to the health hazard posed. The annual smoke season is caused by illegal slash and burn clearance of land in Indonesia, particularly the island of Borneo.

The haze has spread over 2,250 miles (3,600 kilometers) into neighboring countries such as Singapore, Malaysia, Thailand, and even drifting to Guam in the western Pacific.

Aviation has been severely impaired in Indonesia, where in certain areas, visibility is only a mere 200 to 300 meters. Helicopter service in Malaysia’s Sarawak state, a key mode of transportation there, has been halted due to the poor visibility. A Mandala Airlines Boeing 737-200 carrying a 110 people had overshot the runway at Tarakan airport in Kalimantan province in Indonesia. The aircraft came partly to rest in a nearby swamp. Visibility at the time was around 400 meters, 600 meters short of Indonesian landing safety regulations.

Schools in Thailand, and Indonesia have also been forced to closed, and look likely to stay closed well into next week.

Air pollution indices around the region have also registered a spike in poor air quality. Sarawak state’s index came in at 106-188 with 100-200 being unhealthy. In Malay peninsula, the air pollution index in five states came in at 101-116. In Singapore, the Pollution Standards Index registered between 80-130 with 81-100 in the moderate range and 101-200 in the unhealthy range.

The air quality here in Singapore is so bad that I could feel the dust in my mouth as I was walking on the streets today. The air constantly smells of burning wood and visibility is never more than a kilometer. Singaporeans I know are concerned about the deteriorating situation.

Timothy Low, a Singaporean who’s just finished his national service says that he is concerned about the situation, “I can’t run to exercise. People with lung related problems have difficulty breathing; It causes tearing also.” The government here has advised citizens to reduce vigorous activity, especially those with existing heart or lung conditions.

The Indonesian government has been criticized by environmentalist groups such as Greenpeace, which claims that the allowed conversion of forests into cropland is the cause of the problem. The also call on the Indonesian government to “investigate and hold liable plantation companies responsible for slash and burn clearing”.

The Indonesian government has responded to the criticism that it is doing all that it can do. “We don’t know when we can put out the fires but we are working tirelessly and have spent billions of rupiah (hundreds of thousands of dollars) in our efforts,” Forestry Minister Malem Sambat Kaban said. “As for complaints from neighbouring countries, there’s nothing else we can do. We don’t cause the fires deliberately.”

International car company DaimlerChrysler announced today it would cut 13,000 jobs in North America. It could part ways with the loss-making business.

It also plans to cut two Chrysler plants in an attempt to make Chrysler business profitable by 2008.

About 9,000 production jobs will be cut in the U.S., 2,000 production jobs in Canada, and 2,000 salaried jobs.

“It’s hard to say if it’s enough … but the stock is reacting nicely, which is further verification that this is a favorable restructuring move and a much-needed one at Chrysler,” said chief investment officer at Solaris Asset Management, Tim Ghriskey.

Following some speculation that the companies Daimler-Benz (Mercedes-Benz) and Chrysler, which merged together in 1998 to make DaimlerChrysler, would split, chairman Dieter Zetsche denied allegations.

“We do not exclude any option in order to find the best solution for both the Chrysler Group and DaimlerChrysler.”
