Freezing temperatures, combined with snow over the past few days, have caused travel problems throughout Europe and been responsible for the deaths of 10 people. On Monday a strong winter storm moved across Europe, covering parts of France and the United Kingdom with several inches of snow.

The storm ranged as far as Germany, Belgium, and parts of Northern Italy. It brought with it freezing, Arctic-like temperatures ranging from -5° Celsius (23° Fahrenheit) to -10°C (14°F) in the United Kingdom and France, down to -31°C (-24°F) in central Romania and what felt like -26°C (-15°F) in Germany. Forecasters predict that the freezing temperatures may be the start of a cold spell that could affect the entire continent throughout the month.

Monday’s heavy snowstorm forced Roissy-Charles de Gaulle Airport, slightly north of Paris, to cancel most of its flights. 1,658 passengers from Air France alone were stranded at the airport after their flights were grounded due to the heavy snow and icy conditions. The passengers from the 120 cancelled Air France flights spent the night in hotels near the airport which were accommodated for by the airline.

An official from Air France stated that the passengers “will have available food and hot drinks”. Most flights were grounded until the next morning. Tuesday, an official from Roissy-Charles de Gaulle said, “It did not snow last night. The runways are clear and have been de-iced. Traffic is returning to normal.”

The frigid temperatures resulted in several school closings across France and the United Kingdom, with government forecasters from both countries predicting that the cold would stay for several days. Many schools in the United Kingdom were closed because of problems with their heating systems, while heating repair services in Britain received a record number of calls this week.

In Paris, accumulating snow and slippery ice resulted in French officials closing pedestrian access to the Eiffel Tower, one of the city’s prime tourist locations.

“We can’t put down salt because it’s metallic, we can’t use sand either because it risks getting into the elevator,” stated a press official from the Eiffel Tower. The tower remained closed on Monday and re-opened on Tuesday.

The storm has caused the deaths of at least 13 people, whether directly or indirectly. Polish government officials have reported that 10 people have frozen to death following overnight temperatures of -25°C as recorded throughout the country. Police in Germany reported that a 77-year-old mentally-ill woman also froze to death after she was reported missing from a nursing home in Weimar. Romanian officials reported that frigid temperatures killed two people and sent several to the hospital. Temperatures there were reported as low as -31°C in some parts.

In a televised speech from the White House at 16:00 UTC today, President of the United States Barack Obama presented a reorganization plan following the 12:00 UTC announcement by General Motors that it had filed for bankruptcy and Chapter 11 protection from its creditors, the largest bankruptcy of a U.S. manufacturing company.

Describing the problem with the company as one that had been “decades in the making,” Obama explained the rationale behind his proposed reorganization plan for General Motors. He stated that his intent was not to “perpetuat[e] the bad business decisions of the past,” and that loaning General Motors money, when debt was its problem, would have been doing exactly that. His plan, he stated, was for the United States government, in conjunction with the governments of Canada and Ontario (which he thanked for their roles alongside the government of Germany which he thanked for its role in selling a corporate stake in GM Europe), to become shareholders in General Motors. The United States government would hold a 60% stake. The government will give GM a capital infusion of US$30 billion in addition to the funds it has already received.

Of the government ownership he stated that he refused “to let General Motors and Chrysler become wards of the state”, and described the bankruptcy of Chrysler, and the bankruptcy of General Motors that he envisioned as being “quick, surgical, bankruptcies”. He pointed to the bankruptcy of Chrysler as an example of what he envision for General Motors, but stated that General Motors was a “more complex company” than Chrysler.

Responding to challenges voiced by political opponents, before the speech, that the federal government would actively participate in the affairs of the restructured company, he stated that he had “no interest” in running GM, and that the federal government would “refrain from exercising its rights” as a corporate shareholder for the most part. In particular, he stated that the federal government would not exercise its rights as a shareholder to dictate “what new type of car to make.” He stated that he expected the restructured GM to make “high quality, safe, and fuel-efficient cars of tomorrow,” and several times described what he anticipated as “better” and “fuel-efficient” cars, after a streamlining of GM’s brands.

He said to the general public that “I will not pretend that the hard times are over.” He described the financial hardship that some — shareholders, communities based around GM plants, GM dealers, and others — would undergo as a “sacrifice for the next generation” on their parts, so that their children could live in “an America that still makes things,” concluding that one day the United States might return to a time when the maxim (a widely-repeated mis-quotation of what Charles Erwin Wilson once testified before the U.S. Senate when nominated for the position of Secretary of Defense) would once more be true that “what is good for General Motors is good for the United States of America.”

Earth Hour 2009 takes place Saturday, March 28, 2009 between 8:30 to 9:30 pm local time when communities will participate by turning out their lights starting in New Zealand and progressing along time zones around the world.

Earth Hour began as a symbolic initiative against global warming by the World Wide Fund for Nature (WWF). “[It is] The largest demonstration of public concern about climate change ever attempted.” Ban Ki-moon, United Nations Secretary-General said.

Earth Hour began in 2007 with around 2 million participating, and increased to about 50 million in 2008. The Empire State Building, Las Vegas Strip, the Eiffel Tower, Petronas Twin Towers, the Peace Tower, the Parliament Buildings, the Christ the Redeemer statue, Acropolis of Athens, the Egyptian pyramids, and the Colosseum are some notable landmarks which will honour Earth Hour Saturday evening.

WWF organisers wished 1,000 cities would enlist in Earth Hour, however this was surpassed as this year over 2,400 have signed up to take part.

American pop star Whitney Houston was found dead Saturday at the Beverly Hilton Hotel according to the Beverly Hills Police Department. She was 48 years old. Houston’s most famous songs included How Will I Know, I Wanna Dance with Somebody (Who Loves Me) and I Will Always Love You. She was known for her tumultuous marriage to fellow singer Bobby Brown and her public battles with drug and alcohol abuse.

Paramedics and police responded to a 9-1-1 call and came to Houston’s room at the Beverly Hilton. She was found unresponsive and unconscious. They attempted to perform CPR but were unable to revive her. She was pronounced dead at 3:55 pm local time (2355 UTC). There were no immediate signs that foul play was involved.

Houston’s substance abuse problems came into public view after a 2002 interview with ABC News reporter Diane Sawyer. After a recent arrest at a Hawaiian airport, Houston went into detail about her drugs of choice. However, she said that she drew the line at crack cocaine saying, “Crack is cheap. I make too much money to ever smoke crack. Let’s get that straight. OK? We don’t do crack. We don’t do that. Crack is wack.”

Houston is survived by her only daughter Bobbi Kristina.

Wikinews attended the Bangalore Comic Con comic-book convention on Saturday. Beginning on Saturday morning, it continued through to Sunday. Organised by Comic Con India, who organised Comic Con in Hyderabad in October and Mumbai in November, this event was held at Karnataka Trade Promotion Organisation (KTPO)’s convention hall. Wikinews spoke to convention guests Sailesh Gopalan and John Layman.

Freelancer comic book artist and illustrator Scott Hampton, known for sketching Batman, Black Widow, Sandman, Hellraiser and Star Trek, was among the featured guests at the convention. Along with him, professional cosplayer Tabitha Lyons, who dressed up like DC Comics’s Wonder Woman on Saturday; freelancer comic book writer John Layman, writer of Chew, published by Image Comics; creator of Zen Pencils Gavin Aung Than; and creator of Brown Paperbag comics Sailesh Gopalan also attended the event as special guests.

The event started at 11 AM IST (0530 UTC). Crossing between the genres of science fiction, horror, anime, fantasy and comics, the event sprawled throughout all corners of the facility. Marvel Zone, Amazon Video zone, AXN Live RED Special Session, Star Wars’ Last Jedi zone and OnePlus smartphone zone attracted large number of audience. OnePlus, who were one of the sponsors of the event, had an exclusive launch of their new smartphone OnePlus 5T Star Wars, limited edition at about 5:30 PM. Marvel, Star Wars and AXN Live RED zones had quizzes about the Marvel Cinematic Universe, Star Wars, and the Sherlock Holmes TV series. Most of the Marvel questions were about the upcoming live action movie Black Panther.

Holy Cow entertainment launched latest issues of their comics Age of Immortals and Caster. The Comic Con panel included sessions with Sailesh Gopalan about webcomics, Zen pencils creator Gavin Aung Than, as well as Scott Hampton. Focusing on Indian mythology, Indian comic book publisher Amar Chitra Katha conducted a quiz, and asked questions like, “Who was the mother of Nakul and Sahdev?” from the Mahabharat. After the quiz, people dressed as Stormtroopers, soldiers from Star Wars, took the stage, for the launch of the limited edition of OnePlus 5T Star Wars.

Before the cosplay contest, there was a performance by East India Comedy’s stand-up comedian Sahil Shah. Despite some of the audience being juveniles, Shah cracked some adult jokes, and used cuss words. After a joke about professor Utonium from The Powepuff Girls “making girls in his basement with a secret recipe”, he asked the audience rhetorically if Indian chef Sanjeev Kapoor shared the recipe on his show. He said he had presented the same joke in Delhi, but people did not get it, hinting about the sex ratio. He later added “it was because I said in English”, a comment towards Delhi’s literacy rate. However, Shah told the Bangalore audience in Hindi. Some other jokes stereotyped certain ethnic groups, and classed of the Indian society, discussing the cussing habits of people in Delhi and comparing it with that of Mumbai. He also made fun of US president Donald Trump, saying “the Americans voted for an orange alien”.

After Shah’s performance, the cosplay contest started, with about 280 people registering for the competition in five categories including comics/graphic novels, movies/television shows, gaming, anime/manga and science fiction/fantasy. The winner of cosplay competition is to represent Bangalore in the upcoming National Indian Championships of Cosplay, along with ?50 thousand (about €650) prize money. Cosplayers dressed up like Spider-Man, Deadpool, Elektra, Iron Man, Bruce Banner, Black Panther and Loki from Marvel Comics; Katana, Batman, Robin, Wonder Woman, Harley Quinn, Scarecrow, Bane and Joker from DC Comics; Harry Potter, Hermione Granger and Luna Lovegood from JK Rowling’s Harry Potter series; Mad Hatter and Red Queen from Alice in Wonderland; Sadness from Pixar’s Inside Out; Blastoise – a Pokémon; Calvin and Hobbes; Naruto, Sasuke Uchiha, and Kakashi Hatake from Naruto manga; Vegeta and Gohan from Dragon Ball Z anime; Sherlock Holmes from the TV series adaptation; V from 2005 movie V for Vendetta, Maleficent, a character from Sleeping Beauty; and more.

Daybreak, a new breakfast show on ITV in the United Kingdom, launched on Monday at 0600 BST (0500 UTC). The show was hosted by Christine Bleakley and Adrian Chiles, both of whom previously presented The One Show on BBC One.

Opening the broadcast, Bleakley commented: “Dawn is happening, day is breaking behind us here, it’s a beautiful thing here behind us in the studio.” Chiles then commented: “The sun is up and thank goodness. We spent good money bringing you this view […] at least you can see it. Thank goodness for that.” On the website for The Guardian, Stuart Heritage stated that “[a]lthough it does seem like a continuation of GMTV rather than a bold reinvention, some of the new aspects of Daybreak have worked. Adrian and Christine have done reasonably well and the other new faces all seem like good additions.” The set for the programme features two purple sofas with a large round desk in between the sofas and a skyline of London in a backdrop.

The new programme was followed at 0830 BST (0730 UTC) by another new programme, entitled Lorraine — hosted by Lorraine Kelly — which was broadcast until 0925 BST (0825 UTC). Kelly stressed: “I’ve really missed you. I hope you like our new look and we’ve got a packed show for you today.” The Lorraine set contains a pink sofa, a pink armchair and a large round white desk. The two new programmes are the successors to GMTV — which had its last broadcast on Friday.

Previously, Alison Sharman, ITV Director of Factual and Daytime, explained: “Daybreak plays a key part in ITV’s ongoing transformation and reflects the fact that creative renewal lies at the heart of our schedule, which is being modernised and improved under Peter Fincham. We want to ensure that the core audience of housewives with children keep watching but are also determined to attract new viewers to our revitalised breakfast show. As we approach the next stage of this transformational journey our newly confirmed anchors — Christine and Adrian — will be the lynchpins of Daybreak with their unique and brilliant partnership.”

In the past few days in Italy, several municipalities have started asking religious schools to pay taxes for property and local services, despite the resistance of the Catholic Church.

The request of the municipalities results from the sentence of the Italian Supreme Court of Cassation on July 8, recognising as legitimate the request of the Municipality of Livorno asking religious schools to pay property taxes.

Requests have come from the Municipality of Bogliasco, next to Genova, and from the deputies of Movimento 5 Stelle (M5S) of the regional counsel of Lombardy. The first case is of the mayor Luca Pastorino that in last years received several refusals of his requests for payment because of the religious nursery school and retirement home. In the second case, the M5S party asks to the regional government to assure the local administrations of the region regularly apply the sentence of the Supreme Court.

The case on which the Court has ruled was of the religious schools Santo Spirito and Immacolata in Livorno, Tuscany, to pay over 422,000 euros in arrears for the period from 2004 to 2009. The request was advanced by the Municipality of Livorno in 2010.

The city reasoned, “because the users of the private schools pay a frequency fee, this kind of activity is considered as a commercial one” ((it))Italian language: ?poiché gli utenti della scuola paritaria pagano un corrispettivo per la frequenza, tale attività è di carattere commerciale.

In 2014 the Italian municipal tax discipline has changed from the ICI system to the IMU system by the Monti government. A mean cost per student criterion is used to tax only the schools that receive a fee higher than the mean cost per student fixed by the State. The new law is not retroactive, so the taxes requested in arrears from 2006 to 2009 are under the ICI system.

Minister of Education Stefania Giannini said a “more general reflection” ((it))Italian language: ?riflessione più generale is needed. Undersecretary for Education Mr. Toccafondi says “many schools will increase their fees or they will quit. Also the president of the Lombardy region, Roberto Maroni, has reacted by proposing some regional counter-measures to finance private schools.

The secretary general of CEI (Italian Episcopal Conference), Nunzio Galantino, has called the sentence “dangerous” ((it))Italian language: ?pericolosa and “ideological” ((it))Italian language: ?”ideologica: “We face a dangerous sentence. Who takes the decisions, do it with less ideology. Because I have the clear sensation that with this way of thinking, they wait the praise of some ideologized supporters. Indeed, they don’t understand what kind of good service private schools held” ((it))Italian language: ?Siamo davanti a una sentenza pericolosa. Chi prende decisioni, lo faccia con meno ideologia. Perché ho la netta sensazione che con questo modo di pensare, si aspetti l’applauso di qualche parte ideologizzata. Italian secularist associations are concerned the Government will modify the law in order to maintain an exception for religious schools. The secularist magazine MicroMega describe the court’s judgement as historic.

The Union of Rationalist Atheists and Agnostics (UAAR) has launched a petition which now has more than 11,000 signatures, asking the government to respect and execute the sentence of the Supreme Court. It is also encouraging citizens to ask for application of the law in their local municipalities.
